Frustrated and embittered by centuries of exploitation and broken promises, a group of Native Americans has occupied a live nuclear reactor in protest. They are led by a bright, young activist who has befriended the FBI special agent charged with resolving the deadly standoff. Complicating a treacherous situation is the shadowy figure from the agent's past who has hired a notorious assassin to murder both him and his family, and a ruthless, renegade agent who will stop at nothing to wrest control of the reactor crisis and prove himself.
