Sometimes the desires and needs are deep down and not readily expressed (i.e. we don't always know them), yet advertising found a way to dig them up and exploit them - in that sense, advertising does create desires and needs.

Advertising could almost never create a desire or need from the consumer, all it tries to do is to exploit the pre-existing desire and need created by many other social/political/economical factors.
