This is the third volume containing the results of technical peer reviews for projects covering the 1999 fiscal year from October 1, 1998 to September 30, 1999, prepared in collaboration with The American Society of Mechanical Engineers. Includes the manual for peer review; overall findings and recommendations; final reports on a dozen projects in basic and applied sciences and engineering; interim reports on three others; and 26 Review Panel reports. The core criteria included relevancy, scientific and technical merit, data validity, superiority to alternative technologies, commercial availability, and operational adaptability. Includes biographical summaries of the review panel members.
