A small group within the intelligence community known as aAble Dangera identified members of Al Qaida who were on the FBIas watch list as being present here in the United States prior to September 11, 2001. Orders were given, however, not to investigate and to destroy all files containing that information. During the weeks prior to September 11, numerous memos were received from foreign intelligence agencies including Italy, Germany, and even Russia, warning that an attack on United States soil was imminent. But no investigations were conducted. Zacarias Moussaoui, a known member of a terrorist organization, was arrested in August of 2001 for a visa violation and upon questioning admitted to being a member of a plot against the United States. Memos to the central FBI offices were not investigated. Why were these warnings ignored?
